JOB DESCRIPTION – NON-SUPERVISORY

POSITION SUMMARY

Responsible for the strategic leadership and project management of generation capital and operations and maintenance projects including planning, directing, or coordinating engineering, and procurement (including materials and services) activities and management of generation facilities construction projects.  Perform engineering analyses for the inception, development, and execution of projects, and in support of generation operations.  Manage the complete life cycle of capital projects including initiating, planning, executing, monitoring, controlling, and closing.  Maintain Generation Compliance records, conduct/organize testing and inspections, and serve as a Compliance Subject Matter Expert (SME).  Administer the fulfillment of contracts.  Develop and conduct presentations as assigned.

 

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

  • Provide strategic leadership and direction on assigned projects.
  • Monitor and maintain NERC Generation Compliance records.
  • Organize and conduct unit testing and inspections as needed to stay within NERC Compliance Regulations
  • Serve as a NERC Generation Compliance Subject Matter Expert.
  • Perform engineering analyses of process systems at generation facilities.
  • Initiate and develop project scopes, schedules, justifications, and budgets for both Capital and Operations and Maintenance (O&M) projects.
  • Conduct and coordinate engineering design of capital improvement projects for generation facilities.
  • Prepare technical specifications and scope of work for proposals and coordinate the development of contract documents.
  • Provide project management for Capital and O&M Projects.
  • Administer Contracts including Contractor oversite and both technical and commercial adherence to contract requirements.
  • Monitor and control progress, performance, and project costs of capital projects.
  • Monitor on-site contractors and field work for associated projects.
  • Finalize all project activities to formally close-out assigned capital projects.
  • Responsible for communicating with all project stakeholders and participants providing timely responses to information and documentation needs.
  • Prepare and make presentations for project justifications, design reviews and project approvals.
  • Conduct engineering review of operating and maintenance requirements for generation with input from Operations.
  • Participate in the selection of consulting firms and monitor their engineering activities.
  • Direct the work of others, as required.
  • Assist with training of personnel.
  • Complete reports and special projects, as required.
  • Assist in the preparation and administration of the annual budget, work plans, long-range forecasts including project specific budget/cash flow management.
  • Adhere to and demonstrate compliance with appropriate electric utility industry regulatory requirements.  Attain knowledge and remain knowledgeable of development in regulations, laws, standards and best practices applicable to the functional area including, but not limited to, Standards of Conduct, Environmental, Employment Law, NERC Reliability Standards and Safety.  Must be familiar with, and comply with, all aspects of Corporate Policy C-54, Compliance.

REQUIRED JOB QUALIFICATIONS

 

Education and Training

  • Bachelor's degree in electrical engineering from an accredited program.
  • Professional Engineering License is preferred.

 

Knowledge, Skills, and Ability:

  • Expert knowledge of operation and maintenance of generating facilities.
  • Expert knowledge of applicable Codes and Standards for Power Generation
  • Strong knowledge of PC programs and application to functional tasks.
  • Working knowledge of safety policies and procedures.
  • Working knowledge of government regulations and industry standards affecting electric utilities.
  • Ability to direct the work of others.
  • Ability to maintain effective working relationships.
  • Ability to communicate effectively, both verbal and written.

 

Experience:

  • Eight (8) or more years of progressive experience in generating plant design and construction work.
  • Experience in NERC Reliability Standards is preferred.
  • Experience with Combined Cycle and Simple Cycle plants is preferred.

 

Other:

  • Willingness to travel up to 30 percent of the time on an annual basis. (Must possess a valid driver’s license.)
  • Desire to work in power plant design and betterment design.

  • Work Environment: While performing the duties of this position, the incumbent is exposed to dust and electrical risks, works around large industrial operating equipment, may work at heights and in confined spaces.
