CSA Cost Validation Manager – Mixed background between estimating and project controls. Needs to be able to validate contractor proposed cost for market competitiveness for Civil, Structural and Architectural work elements. Reviews contractor award amounts, contractor change order amounts, and even supports pay app review, particularly on Time and Material Work.
It is a combination of what are traditionally estimating/pre-construction and project controls roles. This includes an estimating review of bids for new work and review of change orders. It also includes the detailed review of the CSA portion of contractor invoices.
Specific roles and responsibilities include
• Performing Check Estimates for Bid Packages and Change Order
o Must be able to perform takeoff and use estimating data resources to estimate costs. (Using a combination of in-house data, RS Means, and other estimating resources.)
• Negotiating bid and change order prices, either lump sum, T&M, or unit rate where applicable with the project’s general contractor and their subcontractors.
• Detailed invoice review
o Lump Sum – Validate progress percent complete
o T&M – Validate amounts billed against progress, review rates and cost items for reasonableness and compliance with project rates and factors.
o Negotiate billing amounts with contractor as necessary, including adjustments on rates, prices, and pro
